Remember that dreadful article I linked to last week? Here's a podcast that is much smarter and more enlightening on why we associate personality traits with certain hair colors. They do address women of color, to some extent, but as with most of these things, the focus is heavily on white women and there is too little attention to cultural context (i.e. lots of universalizing "men do this" and "women do this" statements). They do note that the research they are consulting neglects non-heterosexual populations, which is important!
(I wish they would say where there are getting their historical information, because I suspect I know the person whose book they used for the Roman section in particular. Cite your sources, folks!)
