There are several prestige brands that make clear liners (MUFE, Laura Mercier, etc), but a cursory Google search showed that mass brands like e.l.f. and Maybelline carry clear liners. The idea is that you apply this all over your lip, and outside your natural lipline, and it helps prevent your lipstick from smearing/feathering. Also, when you are a lipstick Fanatic (tm), you learn how to eat foods very carefully and daintily so you don't smear lipstick everywhere.
